As of v0.31.04, turtles do not give shells on eating. Rather, if you want to get a stock of shells in preparation for future strange moods, you must process raw turtles at a Fishery Workshop. The fishery worker will require a raw turtle, and convert it to an edible Turtle and a Turtle Shell.
