Nobles appointed by the Duke, Count, or Baron cannot be manually assigned, and they never immigrate to your fortress - as a result, it is not possible to get a tax collector without modifying the raws.
(Feel free to arrange an [[unfortunate accident]] for the idiot in question) While no dwarves will get punished for not producing these items, it may enrage the noble.

Nobles may have impossible demands, like cardinal leather items (although this is not necessarily a bug. After all, dwarves are stupid). This may be the time for an [[Unfortunate accident]].
