Steel can be smelted at a smelter by a dwarf with the furnace operating labor activated.

The recipe for steel is: one pig iron bar, one flux material, one fuel(coke or charcoal) and one iron bar produce one steel bar.

The total amount of material needed to make two steel bars is 2 iron ores (hematite,magnetite,limonite), 2 flux, and 2 fuel(coke or charcoal). If you are not using a magma smelter, you will also need 4 additional fuel.
