A map tile is considered 'inside when there is any construction or rock formation in the tile above. Normally a construction would be a floor, but could be several layers of solid rock, or a staircase, or a windmill.

Inside is the opposite of outside. The terms are used opposingly in dwarf fortress when viewing a tile using the k look at menu. Inside and outside can be combined with light and dark as well as above ground and subterranean.

Dwarves told to stay inside from the standing orders menu (O > i), will only move through tiles marked as inside and avoid outside tiles.
